What Michigan is doing about PFAS
Michigan has one of the most developed state-level PFAS programs in the country. Governor Rick Snyder created the Michigan PFAS Action Response Team in 2017, and Governor Gretchen Whitmer continued and expanded the program. MPART coordinates PFAS work across the state environmental, health, agricultural, and military affairs departments.
In 2020 Michigan adopted enforceable drinking water MCLs for seven PFAS compounds through the Department of Environment, Great Lakes, and Energy. The Michigan MCLs are 8 parts per trillion for PFOA, 16 parts per trillion for PFOS, 51 parts per trillion for PFHxS, 6 parts per trillion for PFNA, 420 parts per trillion for PFBS, 370 parts per trillion for HFPO-DA, and 400,000 parts per trillion for PFHxA. The PFOA and PFNA limits are stricter than the federal EPA MCLs finalized in April 2024, while the PFOS limit is weaker than the federal 4 parts per trillion.
State records show Michigan has required every community water supply in the state to sample for PFAS under the MCL rule, and results are posted to the Michigan PFAS dashboard. Communities that have exceeded limits include Parchment, where PFOS was detected at extreme levels in 2018, Oscoda near the former Wurtsmith Air Force Base, and Rockford downstream of the Wolverine Worldwide tannery.
The Michigan Attorney General has filed lawsuits against 3M, DuPont, Chemours, and other manufacturers seeking funding for cleanup and treatment. State records show Michigan has appropriated hundreds of millions of dollars for PFAS response through annual budgets. Public water systems are subject to both the Michigan MCLs and the federal compliance timeline requiring initial monitoring by 2027 and treatment installation by 2029.
